So the criteria is winning a championship? Manning folded against UF but was still the best QB in college football. He almost single-handedly won an SEC championship. Woodson was a CB.

If you believe JoeHam should have won over Dayne, then there is no reason to believe Manning shouldn't have won over Woodson.

The signing bonus is it. It also makes it difficult to cut him in year 1 or 2 because the salary cap gets hit in that year with the remaining pro-rated signing bonus.
